One short question: dose emonTx V3 charge rechargeable batteries inserted inside it?
If yes dose it charge batteries if used only AC-AC adapter without USB power?

It was not designed for that and would require serious modification to the circuit. And the performance in terms of waveform accuracy might not be acceptable.
