It accepted a test post from me 20 s ago.
Type this into your web browser, replace [YOUR API KEY] with your API key. If it replies "Ok", and in the CMS Inputs page under "No group" you see "Power 20 seconds ago 200" it is working.

As emoncms.org is a public website you shouldn't use the IP address.
The company hosting it could change the server it is hosted on and break your script.
Try changing your dns server settings on your router or in the script to either google's public dns servers 8.8.8.8 & 8.8.4.4
or those provided by opendns.com (others are available)
