Can't edit /boot/emonhub.conf Writing not enabled

I have modified this file in the past by following the instructions on https://github.com/emoncms/emoncms/blob/bufferedwrite/docs/setup.md, but just doesn't want to do it this time. The system is running in local mode.

I ran rpi-rw, then nano /boot/emonhub.conf, nano reports that it can't write.

I thought may be the file was locked by localemons running so I then tried localemoncms-disable and repeated the steps above, but no luck.

I think I must be missing something very basic here. Any ideas?

Have you tried 

sudo nano /boot/emonhub.conf

A reboot, but that alone shouldn't have been the reason.
