I have a panel with 34 15-Amp circuits I'd like to monitor. Is it possible to scale to that number of circuits using OpenEnergyMonitor?

It is scaleable by using multiple emonTx's reporting to one emonCMS. Do you need or want to individually monitor each cicuit? you can monitor just a few key circuits, plus the grid connection and calculate the un-monitored remaining circuits from that and/or group various circuits by including multiple wires in one CT, so there are other options it is not essential to monitor each of the 34 circuits.
